各科室:

为规范科研行为，优化学术环境,提高我院学术核心竞争力，营造风清气正、积极向上的学术生态和学术氛围，医院决定建立学术论文期刊预警清单制度（以下简称“预警清单”。现将有关事项通知如下：

一、预警清单的范围

借鉴其他高校和科研院所的经验和做法，预警清单主要来源于中科院《国际期刊预警名单（试行）》及其它学术界公认或媒体公开曝光披露，不规范、质量低劣的刊物。现将72种国际期刊杂志作为学校不予认可的期刊。

二、预警清单的适用

预警清单适用于本院全体员工对于发表在预警清单上的论文用于项目评审、评奖、人才推荐、科研统计和职称评审的，一律不予认可，并将作为评奖和评优的负面评价因素。在预警清单上发表的论文一律不予在任何项目及学校支持的科研经费中报销版面费。预警清单制度自2022年1月1日起实施，凡是2022年1月 1日之后（含）发表（见刊）在预警期刊上的学术论文，医院将严格执行负面清单制度，在项目评审、评奖、人才推荐、科研统计和职称评审中不予认定成果和计分。

三、预警清单的更新

医院建立预警清单年度更新制度，根据中科院《国际期刊预警名单（试行）》及其它专家意见建议或社会曝光，对预警清单提出修订或增补的建议，经医院学术委员会审定后适时公布实施。

四、其他事项

各科室应积极引导医护人员向一些学术水平高的规范期刊投稿，认真学习钻研，确保学术质量，力争在高水平学术刊物上发表高水平成果。

请各位员工在发表学术论文时，根据期刊的主办及主管单位、期刊编号是否符合规范、是否索要版面费等情形进行综合判断。 预警清单所列举期刊仅用本校项目评审、评奖、人才推荐、科研统计和职称评审中参考，不代表任何官方对所列期刊质量的评价。
